Approvals For Construction

Approvals from the Chennai Metropolitan Development Authority (CMDA) and the Directorate of Town and Country Planning (DTCP) must be obtained before commencing any construction activities.

Procedure for CMDA Approval

The CMDA is the designated authority for regulating real estate development in the Chennai Metropolitan Area through the issue of Planning Permission (PP).

Planning Permission (PP) is required for

  • Ordinary buildings
  • Industrial, Residential, Institutional, and Commercial buildings under
  • normally permissible categories.

Delegation of Power

  • CMDA has delegated powers to local bodies within the Chennai Metropolitan Area to issue Planning Permission for sub-divisions and small layouts up to a specified extent.

Direct CMDA Permission

  • For IT/ITES projects, special buildings, and multi-storey buildings, permission is issued directly by CMDA.

Compliance with Master Plan

  • Permission is granted only if the proposed use conforms to the designated land use as per the Master Plan and Detailed Development Plan (DDP).

Procedure for DTCP Approval

The Directorate of Town and Country Planning (DTCP) oversees development activities across Tamil Nadu (excluding CMDA areas).

The entire state is categorised into

  • Master Plan Areas
  • Non-Master Plan Areas

Local Planning Authorities (LPA) regulate physical development based on:

  • Suitability of the site
  • Accessibility
  • Compatibility with adjoining developments

Approvals are granted as per the land use classifications envisaged in the Master Plan and Detailed Development Plan (DDP).

Before commencing any construction it is mandatory to obtain necessary permission from CMDA / DTCP. The approval number of CMDA or DTCP will be displayed on the approval layout designing.

Procedure for approval under TNRERA

To obtain approval from the Tamil Nadu Real Estate Regulatory Authority (TNRERA), developers are required to register their real estate projects on the official TNRERA portal before advertising, marketing, or selling.

Create Developer Profile

  • Developers must create a profile on the TNRERA portal as a promoter with their organisational and contact details.

Submit Project Details

  • Enter comprehensive details of the project, including
  • Project name, location, and layout details
  • Land ownership documents
  • Sanctioned building plan and approvals (e.g. CMDA/DTCP)
  • Estimated project cost and timelines

Upload Required Documents

  • Upload scanned copies of
  • Title deeds and legal opinion
  • Encumbrance certificate
  • Approved plan copies
  • Structural safety certificates
  • Other documents as prescribed under the TNRERA rules

Payment of Fees

  • Pay the prescribed registration fees based on the type and extent of the project.

Review and Approval

  • The application is reviewed by TNRERA for completeness and compliance with the Real Estate (Regulation and Development) Act, 2016.

Issuance of Registration Number

  • Upon successful verification, TNRERA issues a registration certificate and number, which must be quoted in all project advertisements and sale agreements.
